DHARTI AABA JANJATIYA GRAM UTKARSH ABHIYAN
On 2nd Oct, Prime Minister Narendra Modi launched the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan in Jharkhand.
This program aims to develop around 63,000 tribal villages, benefiting more than 5 crore people.
KEY HIGHLIGHTS
- PM Modi expressed his happiness that the program is starting in the land of Bhagwan Birsa Munda, an important figure in tribal history.
- He emphasized that the progress of tribal communities depends on giving tribal youth access to quality education.
- To support this, the government is working to build Eklavya Model Residential Schools (EMRS) in tribal areas.
- During the launch, he inaugurated 40 EMRS and laid the foundation for 25 more.
- In addition, PM Modi inaugurated and laid the foundation for various projects worth over Rs 83,300 crore in Hazaribagh, Jharkhand.
- This visit marks his second trip to Jharkhand in 17 days, after visiting Jamshedpur on September 15.
PM MODI’S MESSAGE
On social media, PM Modi shared that he is proud to be part of Jharkhand’s development journey. He said that many poor families in Jharkhand now have their own solid homes under the PM Awas Yojana. He highlighted that the new projects will help uplift tribal society.
About the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan
- The program aims to bring overall development to tribal villages, leading to significant changes in the socio-economic situation of the region.
- It will cover 63,843 villages and benefit over 5 crore tribal people across 549 districts and 2,911 blocks in 30 States and Union Territories.
- The program focuses on filling gaps in important areas like health, education, and livelihood through 25 different initiatives managed by 17 government ministries.
- This ensures that tribal areas and communities develop in a comprehensive and sustainable way.
- The total budget for this scheme is Rs 79,156 crore, with Rs 56,333 crore coming from the central government and Rs 22,823 crore from state governments.
ABOUT JANMAN
- The scheme is informed by the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN), launched in November 2023.
- This earlier initiative focused on the Particularly Vulnerable Tribal Groups (PVTGs), who are identified by the government as tribal communities with small or declining populations, limited access to technology, and low literacy rates.
- There are 75 such communities in 18 States and Union Territories.
WHO ARE PVTGs?
- PVTGs are more vulnerable among the tribal groups who are in need of greater support and development.
- Out of the 705 Scheduled Tribes in India, 75 have been identified as PVTGs and are spread across 17 states and one Union Territory.
- Government of India follows the following criteria for identification of PVTGs
- Pre-agricultural level of technology
- Low level of literacy
- Economic backwardness
- A declining or stagnant population.
- In 1975, the Government of India initiated to identify the most vulnerable tribal groups as a separate category called PVTGs and declared 52 such groups.
- An additional 23 groups were added to the category in 1993.
- Some Examples: Cholanaikayan (Kerala), Kathodi (Gujarat), Jarawas (Andaman & Nicobar Islands), Koraga (Karnataka)
