PM MODI & XI JINPING BILATERAL MEETING

Prime Minister Narendra Modi and Chinese President Xi Jinping held a significant bilateral meeting in Kazan, Russia in nearly 5 years during the 16th BRICS Summit. This meeting marked the first formal interaction between the two leaders since 2019, following a severe downturn in relations due to a military standoff in eastern Ladakh. The discussions focused on improving India-China relations, especially regarding the ongoing border dispute in eastern Ladakh

CONTEXT OF THE MEETING

Impact of the Ladakh Standoff:

1. India-China relations faced serious challenges after the military standoff in Ladakh, which began in May 2020 as a result of China’s unilateral actions violating the Line of Actual Control (LAC).

2. The meeting occurred less than 72 hours after both nations reached a breakthrough in talks—both diplomatic and military—to restore the status quo to what it was before the clashes began in Galwan Valley.

Recent Developments:

3. The breakthrough in the patrolling arrangement is significant as it comes four years after the Galwan Valley clash and signals a move towards de-escalation, with both countries having stationed tens of thousands of troops in the region.

  • Importance of Relations: PM Modi expressed happiness at meeting Xi and highlighted that their relationship is crucial not only for their citizens but also for global peace, stability, and progress.
  • Focus on Peace and Stability: He stated, “It should be our priority to ensure there is peace and stability along our border.” He emphasized that mutual trust, respect, and sensitivity should be the basis of their bilateral relations.

  • Significance of Meeting: President Xi stated, “It is my great pleasure to meet you here in Kazan,” noting this is their first formal meeting in 5 years. He acknowledged that both nations and the international community are closely watching their discussions.
  • Common Interests: He pointed out that China and India are both ancient civilizations and major developing countries at a crucial phase in their modernization efforts.
  • Need for Cooperation: Xi stressed the importance of better communication and cooperation to properly handle differences and facilitate each other’s development aspirations. He also mentioned the responsibility both countries have to set an example for developing nations and contribute to multipolarity and democracy in international relations.

PREVIOUS MEETINGS

  • There have been brief interactions between PM Modi and Xi Jinping since the 2020 Galwan clash, including:
    • A meeting at the G20 summit in Bali, Indonesia, in November 2022.
    • A brief interaction at the BRICS summit in Johannesburg, South Africa, in August 2023.
  • However, these were not formal bilateral meetings focused on trade, economy, or other key issues.

CHALLENGES IN RELATIONS

  • Travel and Visa Issues: There has been no direct flight between the two countries for four years. Visa applications for Chinese technicians have been subject to additional security layers, and investments from Chinese companies require extra vetting and clearances.
  • Economic Ties: The outcome of this meeting will be critical in determining whether trade, economic, and people-to-people ties can return to normalcy after years of strain.
