QUAD SUMMIT 2024

PM Shri Narendra Modi attended the 4th QUAD Summit in Delaware, USA, on 21st September 2024.

President of the USA Joe Biden hosted the PM of India Narendra Modi, the PM of Australia Anthony Albanese, and the PM of Japan Fumio Kishida at the QUAD Leaders’ Summit.

ABOUT QUAD:

The grouping of four democracies –India, Australia, US and Japan– is known as the

quadrilateral security dialogue or quad.

AIM OF QUAD:

The aim of this grouping is to ensure a free, open, inclusive & prosperous Indo Pacific.

OBJECTIVES:

  • Maritime security,
  • Combating the health crisis.
  • Addressing the risks of climate change,
  • Creating an ecosystem for investment in the region and
  • Boosting technological innovation especially in critical technologies

EVOLUTION OF QUAD:

  • Following the Indian Ocean tsunami, India, Japan, Australia, and the US created an informal alliance to collaborate on disaster relief efforts.
  • Quad as a formal group was first mooted by Japanese Prime Minister Shinzo Abe in 2007.
  • However, due to Chinese resistance and reluctance shown by India, it could not move ahead.
  • Later, during the 2017 ASEAN Summits, all four former members re-joined negotiations to revive the quadrilateral alliance.
  • The Quad was upgraded to the ministerial level in September 2019.
  • The Quad was upgraded to the summit level in September 2021.

WHAT DID THE INDIAN PM SAY?

Our meeting is taking place at a time when the world is surrounded by tensions and conflicts. In such times, it is very important for humanity that the Quad works together on the foundation of shared democratic values.

We support a rule-based international order, respect for sovereignty and territorial integrity, and resolving all issues in a peaceful manner.

A free, open, inclusive, and prosperous Indo-Pacific is our shared priority and commitment.

ON HEALTHCARE COOPERATION

  • During the COVID pandemic, we launched the Indo-Pacific Quad Vaccine Initiative, and I am pleased that the Quad has now come together to tackle challenges like cervical cancer.
  • India has also developed its own cervical cancer vaccine and is utilizing AI to develop new treatment protocols. We are ready to share our experience and expertise.
  • India’s vision is ‘One Earth, One Health’ and in this spirit, I announce a grant of US $7.5 million to cancer testing, screening and diagnostics under the Quad Moonshot Initiative.
  • I am pleased that India will contribute 40 million vaccine doses to Indo-Pacific countries through GAVI and Quad initiatives.
  • When the Quad acts, it’s not just for nations – it’s for the people. This is the true essence of our human-centric approach.

INDIA’S ROLE IN QUAD

  • India has helped shape the Quad’s focus on various regional challenges, including maritime security, climate change, critical technologies, cyber security, disaster relief, and infrastructure development.
  • Under the leadership of PM Modi, India has emphasized a free, open, and inclusive Indo-Pacific region. India is committed to ensuring maritime domain awareness and upholding international laws in the region.
  • India’s “SAGAR” vision (Security and Growth for All in the Region), enunciated by PM Modi in 2015, aligns with Quad’s objectives to promote maritime security, disaster resilience, and respect for international maritime laws.
  • India has further strengthened ties through defence cooperation, technology sharing, and acting as a net security provider in the Indian Ocean region.
  • India’s role in Quad is also shaped by its broader foreign policy focus on regional stability, and economic cooperation.
  • This makes India’s participation in the Quad a strategic effort to secure its interests while contributing to a balanced and stable Indo-Pacific.
