SDG 16: PROMOTE JUST PEACEFUL & INCLUSIVE SOCIETIES
Goal 16 of the Sustainable Development Goals (SDGs) focuses on creating peaceful, just, and inclusive societies. It emphasizes providing access to justice for all and building effective, accountable institutions at all levels.
This goal aims to ensure safety and freedom from violence for all individuals, regardless of their ethnicity, faith, or sexual orientation.

16.1: Reduce all forms of violence and related death rates everywhere.
16.2: End abuse, exploitation, trafficking, and all forms of violence against children.
16.3: Promote the rule of law and ensure equal access to justice for all.
16.4: Reduce illicit financial and arms flows and combat organized crime.

CURRENT CHALLENGES
Global Conflict
- Ongoing conflicts are severely undermining efforts to achieve Goal 16.
- In 2022, there was a more than 50% increase in conflict-related civilian deaths, largely due to the war in Ukraine.
Armed Violence and Insecurity
- High levels of violence threaten lives and disrupt economic development. Countries facing conflict or weak rule of law often experience rampant sexual violence, crime, exploitation, and torture.
Displacement
- By the end of 2022, over 108 million people were forcibly displaced worldwide, a significant increase that exacerbates vulnerabilities and hinders social cohesion.

- Exercise rights to hold elected officials accountable and advocate for inclusive policies.
- Support for Justice Initiatives:
- Engage with organizations working to enhance access to justice and uphold human rights.

- Promote dialogue and understanding among diverse groups to foster cohesion.
- Combat Corruption:
- Advocate for transparency and accountability in institutions to reduce corruption.
- Participate in Decision-Making:
- Encourage inclusive decision-making processes that represent diverse community voices.

To evaluate India’s progress towards SDG 16, nine national-level indicators have been identified. These indicators capture 6 out of the 12 targets outlined under this goal for 2030, based on available sub-national data to ensure comparability across States and Union Territories (UTs).

- Top Performers:
- Gujarat (State) and Ladakh (UT) emerged as leaders in achieving the goals.
- Categories:
- 25 States and 7 UTs are classified as “Front Runners” (scores between 65 and 100).
- No States/UTs are categorized as “Aspirants,” while three States and one UT fall under the “Performers” category.
STEPS TAKEN IN INDIA
- Legal Framework and Policy Initiatives
- Amendment of Laws: Strengthening existing laws related to violence against women and children, such as the Protection of Children from Sexual Offences (POCSO)
- Justice Delivery System Reforms: Initiatives to reduce case backlogs in courts, including the introduction of fast-track courts for sexual offenses and other serious crimes.
- Strengthening Institutions
- National Legal Services Authority (NALSA): Promoting access to free legal aid and representation for marginalized communities.
- Judicial Accountability: Implementation of measures to enhance the accountability and transparency of judicial institutions through reforms and technology adoption.
- Enforcement agencies: The government has strengthened enforcement agencies like the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED) to combat corruption and organized crime.
- Community and Civil Society Engagement
- Awareness Campaigns: Programs to educate communities about their rights, legal processes, and access to justice.
- Collaboration with NGOs: Partnerships with civil society organizations to address issues of human trafficking, violence, and discrimination.
- Social justice initiatives: The government has launched initiatives to promote social justice and equality, such as the National Rural Employment Guarantee Act (NREGA).
- Data Collection and Monitoring
- National Crime Records Bureau (NCRB): Regularly publishing data on crime statistics, including violence against children and women, to inform policy and action.
- Tracking SDG Progress: Establishing indicators and mechanisms to monitor the progress towards achieving SDG 16.
- Conflict Resolution Initiatives
- Peace Committees: Formation of local peace committees in conflict-prone areas to mediate disputes and promote dialogue among communities.
- Skill Development Programs: Initiatives aimed at youth engagement to prevent radicalization and promote peace through skill development.

- Global Partnerships: Active participation in international forums and collaborations to address global issues of peace, justice, and security.
- Adopting International Standards: Aligning national laws and policies with international human rights standards.
