SVAMITVA SCHEME

  • On 27th December 2024, Prime Minister Narendra Modi distributed over 50 lakh property cards to property owners across 46,000 villages in 200 districts covering 10 states and 2 Union Territories.
  • This distribution took place through video conferencing around 12:30 PM.
  • The SVAMITVA Scheme (Survey of Villages and Mapping with Improvised Technology in Village Areas) was launched with the aim of boosting the economic development of rural India by providing a “Record of Rights” to households owning property in inhabited villages.
  • This is achieved using advanced drone technology for accurate land surveying.

ABOUT SVAMITVA SCHEME

  • The SVAMITVA Scheme was launched by the Government of India in 2020 to enhance the economic progress of rural households.
  • The core vision is to provide official land records to families in rural areas, thus making their properties financially valuable and reducing land disputes.
  • The scheme uses drone-based surveying technology for high accuracy and efficiency.

  • The Ministry of Panchayati Raj (MoPR) is the Nodal Ministry responsible for implementing the SVAMITVA Scheme.

  • Financial Stability: The scheme aims to give rural citizens the ability to use their property as a financial asset, allowing them to secure loans and financial benefits from banks.
  • Accurate Land Records: Creation of accurate and updated land records for better planning and resource management in rural areas.
  • Property Tax Determination: The scheme supports the assessment of property taxes that directly benefit local Gram Panchayats or contribute to the state’s exchequer, depending on the state’s regulations.
  • Survey Infrastructure: Establishing survey infrastructure and GIS maps that can be used by various departments for planning and decision-making.
  • Better Development Planning: By using GIS maps, the scheme helps in the creation of more effective Gram Panchayat Development Plans (GPDP).
  • Dispute Reduction: By providing a clear record of property ownership, the scheme aims to reduce legal disputes related to land.

PROGRESS OF SVAMITVA SCHEME

  • Drone Survey: Surveys have been completed in over 3.1 lakh villages, covering 92% of the targeted villages. So far, around 2.2 crore property cards have been issued for nearly 1.5 lakh villages.
  • Full Saturation in Some States: The scheme has reached full saturation in Tripura, Goa, Uttarakhand, and Haryana.
  • Surveys have also been completed in states like Madhya Pradesh, Uttar Pradesh, and Chhattisgarh, as well as several Union Territories.
